Summary:	本文採用三國模型，考慮一過渡型經濟體與另一自由經濟體之經濟整合議題。亦即兩個經濟體若採取關稅同盟或自由貿易區的經濟整合模式時，其關稅政策與最適民營化程度如何決定？還有兩國社會福利如何變化？我們發現當存在一個完全公營廠商之經濟體與一個存在完全民營廠商之經濟體進行經濟整合後，無論以何種型態整合，前者的社會福利皆會下降，而後者的社會福利都會提升。即使允許前者採取民營化(即內生化釋股比例)，整合對社會福利影響之結果亦同。 A three-country model is constructed to consider the economic integration between a transitional economy and a free economy. We investigate how the optimal tariff and the extent of privatization are determined, and how social welfare is changed if they are integrated to form a free trade area or a custom union. Our results indicate that an economy with a state enterprise would lose, while the other with a private firm would win, when they are integrated. This conclusion is robust because it holds even when the former is allowed to privatize its state enterprise prior to the integration.
