有鑑於屏東縣因地形狹長、偏鄉離島地區返鄉不便、各戶政事務所組織規模相當懸殊、以及鄉村與城鎮戶所之間業務呈現出明顯消長情形之下,縣政府遂於96年10月1日起積極推動轄內戶政機關整併政策。此外,有感於社會環境變遷造成社會問題愈趨多元化、複雜化,致使單一的局、處單位不易完整地處理社會問題,便開始構思社政、戶政業務整合計畫,希望透過機關間橫向資訊、人力流通之機制,以提供弱勢民眾更便捷、即時之社會救助服務。本文主要是闡述屏東縣戶政事務所在進行「戶政機關整併」、「社戶政業務整合」二項組織變革方案執行之歷程,以及探討實務上所產生之效益、影響及其衍生之問題,並針對方案所擬定之活化人力、行政減量、專業分工、加值服務及跨域合作之五大預期目標作逐一驗證與省思。本研究以組織變革理論為基礎,綜合文獻分析法、參與觀察法及深度訪談法,試圖以更客觀、多元之角度剖析各項關鍵議題,最後根據研究發現與研究結論,提出具體政策建議。 Given Pingtung County's long, narrow, land area, its inaccessibility to residents living in remote, offshore islands to return home for household registration errands, the decidedly wide gap in organizational scale among different registration offices, and the increasingly noticeable service load discrepancies between offices in the countryside and downtown regions, the county government began merging household egistry offices starting October 1, 2007, to streamline service load. Meanwhile, in light of the growingly multifaceted, complex social issues resulting from the shifting social climate, and the challenges they pose to government agencies for independent and capable handling, an integrated project combining social and household registration services was thus launched: by virtue of an integrated, interdepartmental information and staff network, the Pingtung County government hopes to provide more convenient, readily available relief assistance to the disadvantaged. The objective of this study is to explore the history of "household registration office mergers," and "social service integration," two organizational change programs that Pingtung County Government Household Registration Office has taken on; program effectiveness, impact and repercussion of these programs are also addressed. In addition, the study offers a cohesive, step-by-step review and thorough discussions on the two-pronged programs' five projected goals: manpower revitalization, administration right-sizing, professional division of labor, value-adding services, and interdepartmental collaboration. This study is grounded in the organization change theory, and it combines comprehensive documentary analysis, participant observation, and in-depth interviews to explore issues in question. Research findings and conclusions are explored in detail for specific policymaking counsel. |
