This paper adopts Quality Function Deployment (QFD) and Value Engineering (VE) for process design in the semiconductor testing. It explores the main elements of each methodology and suggests that there are key areas for their intersection. The traditional deployment of the House of Quality (HOQ) is accomplished to determine the importance weight of customer requirements and extract prioritized process factors. Augmented with the basic concept of VE, cost analysis and technical assessment are performed for each process factor. When properly deployed, analyzed and presented, the potential result is a value-based testing process which will ultimately satisfy customer requirements at low cost possible. Furthermore, the optimum approach serves as a clarifying centerpiece of design direction and remains fluid– so if priorities are challenged, for example, more weight is given to cost rather than the technical difficulty associated with it, then the proposed approach can be used to recalibrate the design focus. The case of A-company is used to demonstrate the proposed approach.Results show that the top five value-based process factors are “Procedures and Systems”, “Test Program or Method”, “GR&R and Correlation”, “Test Time” and “Trainings & Certifications”. Such finding provides incentive to focus more design efforts and allocate corporate resources appropriately. Suggestions are also provided to foster an environment of teamwork, reduced chance of managerial oversight and increasing company’s potential to make more profit.
