Summary:	台灣醫療服務的使用率在實施全民健保後便逐年增加，醫療需求增加後便衍生諸多醫療困境，因此醫院經營必須在有限的醫療資源下，創造最大的收益，進而保障全民健康保險制度的永續性。本論文以台灣77家醫療院所為樣本，以其醫師人數、產護人員數、其他人員數、病床數為投入變數；門診人次、住院人次、急診人次及手術人次為產出變數；另外，人口數及平均每人每年可支配所得則為兩個環境變數，考量其經營效率，並針對不同的權屬別及區域加以探討。研究結果發現，將環境變數納入考慮之後，醫療院所的純技術效率沒有明顯差異，但是技術效率與規模效率存在明顯差異，顯示環境變數是衡量醫療院所經營效率不可忽略的重要因素。本研究針對所屬權區分台灣醫療院所，並進行效率分析，發現在考量醫療院所權屬別及環境因素影響後，不同權屬別的醫療院所，確實和在不考量環境因素下有不一致的結果。顯示，討論醫療院所經營效率時，其所在地之環境因素也是重要而不可忽略之影響要素。 The usage of Taiwanese medical service has been constantly increased with the launching of national health insurance (NHI) in 1995. However, these medical needs resulting in operational difficulties. Hospitals, therefore, must use the limited resources properly to create the maximum profits so as to sustain the NHI. The samples of this research consist of 77 Taiwanese public hospitals, with four input variables, four output variables, and two environmental variables (population and average disposable income). We also investigate the structural difference between ownerships and regions. With the consideration of environment variables, both technical and scale efficiencies indicates significant difference between ownerships and regions. The results suggest that environment variables are important factors discussing the performance of public hospitals.
