Summary:	政府對於部分弱勢國民，已提供租金及購屋貸款利息補貼，使其於住宅市場解決居住問題，然而，仍有許多經濟與社會弱勢者的居住問題無法透過補貼來解決。金門縣政府的社會住宅政策，廣義的「社會住宅」，相關政策可讓經濟處於弱勢的青年族群，在居住上用較低的負擔居住高品質的住宅，減省的支出可讓居住者在未來購屋上較易達成，並可因居住所支出金額減少，相對提升其他部分支出，增進生活品質，亦可增進青年人願意於本市工作發展意願，吸引青年人才居住金門縣。本研究在於探討金門縣公辦住宅政策，並探究影響金門縣青年住宅的供需因素以及民眾需求因素為何，並利用SWOT分析法探討金門縣青年住宅的民眾需求的策略與趨勢。本研究是以紮根理論輔以質性訪談作為研究方式，在探究金門縣公辦住宅政策發現，金門縣公辦住宅政策是由利多政策、解決房價過高、居住正義、抑制房價、加速區段徵收、促進土地有效利用所構成。而在金門縣居民與政府職員對於金門縣青年住宅供需的影響因素方面由外移人口、遊子返鄉、房價高低、經濟與景氣狀況等因素構成。本研究建議後續研究者可應用其他的質性或量化分析並利用其他分析方式從不同的觀點切入此研究主題。 Government has provided rent and interest subsidies of housing loan for lower income citizen, and then it will solve the housing problem in the housing market.However, there are still many living problems of lower income and social vulnerable persons and it couldn't be resolved through subsidy method.Kinmen county government's social housing policy that allows the youth groups with lower income, so that residents can save outcome and easier to buy house.And the outcome decrease due to reduce living expenses, the rest of the expenses upgrade and enhance the quality of life. It will attract the young to live in Kinmen County.This study is to explore the Kinmen County public housing policy, supply and demand factors of Kinmen County Youth residential and explore the impact factors of strategy and trend of Kinmen County Youth residential and using SWOT analysis of the public demand.This study is based on qualitative research interview to explore Public Housing Policy for the Youth in Kinmen. We found the Kinmen County Public housing policy is composed of good news for publics, solving the higher housing prices, housing justice, suppressing housing prices, speeding up the zone condemnation, and promoting the land usage. The affecting factors of Housing Policy for the Youth in Kinmen are composed of emigration, wandering people return to hometown, the level of housing prices, and economic conditions.We suggest the follow-up researchers could use other qualitative or quantitative analysis and use other analytical methods to research this topics from different point of views.
