Summary:	本研究旨在探討一套都市設計準則制定的程序與工具。在目前現行都市計畫體系,以都市設計為主要都市空間塑造方法,然而目前都市設計之成果卻產生了空間成果不如預期想像、不符合民眾期待之生活空間,而導致民眾的衝突。透過整個都市設計在目前國內體制下的問題探討,發現在整個都市計畫架構下的操作面向上產生了三組問題的缺失:1.建構都市空間生活願景的過程2.透過空開平台的都市設計流程3.對空間性質與品質的描述與控制。透過剖析目前都市設計管制的問題意識,反思台灣都市設計之內涵與管制方式,並對於目前國外都市設計發展之新趨勢做分析,參考生態城市之都市設計的程序、維基城市與城市對話之操作,在目前國內架構下發展結合,進而提出一組制定都市設計準則程序與工具的新模式。本研究並企圖建構出一套能操作的都市設計準則制定之過程與架構,以高雄車站之都市設計為實證案例,透過市民協商共同凝聚願景,最後轉化為都市設計準則,作為關鍵落實之控制工具,塑造都市好品質生活空間。 The purpose of the research was on urban design guidelines for the development of process and tools. In the current system of urban planning, urban design as the main method of urban spatial shape, but it is an outcome of the urban design than expected, which led to people's conflict. Through the entire discussion on urban design under the domestic system, found that three issues 1. Construction process of urban space vision 2. Open platform of urban design process 3. The property and quality of urban space. Review and analysis of urban design project, the Ecocity of the urban design, Wiki city and City Dialogue, construction a new pattern of development of urban design guidelines and tools. This study attempts to construct a set of urban design guidelines for the development of the operation process of architecture in the urban design for the case of Kaohsiung station, condensed vision together through public consultations, and finally into urban design guidelines, shaping the urban quality living space.
