This study critically analyzes the content of social justice literature and discourse covering the Federal Trade Commission (FTC) and its administrative role of enforcing consumer protection policy relative to various types of white collar crimes. The study examines (n = 73) scholarly articles from a population of 519 dating from 1970 to 2017 which investigates the enforcement efforts of the FTC in managing consumer protection mandates and future research strategies. In this study, the primary objectives are, to develop a base of knowledge describing current research interests of the Federal Trade Commission and to evaluate critiques expressing opinions on the Federal Trade Commission, its operations and effectiveness in achieving goals related to protecting the American consumer through consumer protection policy. This critical discourse analysis provides an understanding of the contemporary issues in managing justice agencies. Data was collected from the Federal Trade Commission and academic research databases. Some of the study's findings show (1) that leadership and accountability are prevalent keywords related to the administration of justice and (2) that the FTC's effectiveness is compromised when jurisdictions arise whereby causing redundancies and additional unnecessary costs. These findings provide a foundation for future research studies in justice organizational behavior, combatting white collar crimes and technological advancements in law enforcement. Results also show other positive critiques on organizational effectiveness where critics support the FTC work on data security and privacy; in addition, authors acknowledge that although vital work on privacy protection takes place throughout federal, state, and local governments, were it not for the activities of the FTC, no agency would play the critical roles of leader, central clearinghouse, and backstop which shows that the FTC's operations are valid and effective. This study serves to contribute to the body of knowledge in the administration of justice agencies and justice-related policy by improving agency outcomes. The basic assumption of this dissertation is that research on consumer protection policy related to white collar crime, in addition to, applied knowledge of consumer education concepts will decrease the likelihood of unethical behavior.
