This book constitutes the refereed proceedings of the IFIP WG 8.6 International Working Conference "ICT Unbounded, Social Impact of Bright ICT Adoption" on Transfer and Diffusion of IT, TDIT 2019, held in Accra, Ghana, in June 2019. The 30 revised full papers and 4 short papers presented were carefully reviewed and selected from 72 submissions.
