Purpose -Generative AI (Gen AI) is an emerging technology in modern computing. Business leaders globally recognize the importance of incorporating this technology within their organizational boundary. However, implementing such a general-purpose technology presents many challenges, including addressing technology competency and organizational readiness for the paradigm shift. The Technology-Organization-Environment model (T-O-E) has often been used to explain technology decision-making. This model has been adapted to examine technological and organizational factors affecting the decision to implement new technology, as well as environmental factors such as competitive threats and regulatory considerations. However, the factors determining the implementation of Gen AI at scale in organizations have not yet been studied due to the technology's novelty. Drawing upon insights from the literature, the study attempts to theorize and empirically validate an extended T-O-E framework applied to Gen AI by discerning the impact of organizational decisions on its implementation.Design/methodology/approach - A mixed-method study approach integrating qualitative and quantitative research will be applied in an organizational setting.Findings -Results showed that five out of the seven constructs - perceived risks, technology competence, top management support, mimetic pressures, and risks associated with customer-facing applications - had a significant influence on organizational intention to implement Gen AI. Readiness yielded a negative impact, contrary to the hypothesized predicted positive effect. These results provide strong support for institutional-based variables as predictors of adoption intention for Gen AI implementation.Contributions - The study extends the T-O-E framework to the topic of Gen AI implementation exclusively, examining a holistic array of technological, organizational, and environmental factors. It investigates the influence of existing technologies and market conditions and how Gen AI's unique generative nature impacts implementation. It also highlights the importance of an organization's absorptive capacity beyond typical features like size and governance.Practical implications - Accelerating the implementation of Gen AI can enhance economic value creation, improve technology support and training, and ensure that leadership commitment drives organization-wide adoption. Identifying the key factors that influence the decision to implement Gen AI within organizations is crucial for informing business leaders and policymakers about investment priorities on technology competence, risk mitigation, process changes, and talent, as well as guiding future research and establishing a basis for theoretical conceptualizations.
