A thorough analysis of parish documents, namely, board meeting minutes, textbook adoption procedures and parish budgets, as well as interviews of school law attorneys, parish board members, the superintendent and curriculum director provided the answer. The evidence from the documents and interviews did not support the idea that the <italic>Freiler</italic> case chilled the right of the board to select curriculum.

The low cost of the litigation, the role of the state in the curriculum selection process, and the parish textbook adoption committee likely prevented the <italic>Freiler </italic> case from having a chilling effect on the right of the board to select curriculum.

A clear understanding of how these factors impact curriculum selection is necessary to accurately assess the curriculum selection process, defend curriculum selection practices, and make informed recommendations for improvement. Ultimately, these factors play a major role in determining which textbooks find their way into the classroom and what is taught.
