520 # $a In 1979, the U.S. Department of Education's Office for Civil Rights (OCR) challenged the State of North Carolina's desegregation strategy.<super>1</super> On the heels of a federal suit, OCR and UNC agreed to a revised Desegregation Consent Decree in 1981. At the time the Decree was enacted, UNC's TWIs had a 7.42% Black population, while their HBCUs had an 11.78% White population. As a part of their desegregation Consent Decree, UNC was required to meet specific minority enrollment benchmarks for both the TWIs and HBCUs in the state.<super>2</super> The Decree required that the TWIs meet a 10.5% benchmark for Black student enrollment and the HBCUs a 15% benchmark for White student enrollment.
520 # $a In measuring the effectiveness of the Consent Decree, OCR noted that, “If the remedy could not be implemented within eight years, its basic feasibility should be challenged” (Dentler, 1983, p. 46). In the eight-year period that OCR determined it should take to implement an effective desegregation plan, the percentage of Blacks at the TWIs increased from 7.42% to 8.16%, while the percentage of Whites attending the state's HBCUs increased from 11.78% to 17.29% (Dentler, 1983, p. 56). The TWIs fell far short of their 10.5% benchmark, increasing their Black enrollment by less than one percentage point, while HBCUs exceeded their benchmark and increased their minority enrollment by more than five percentage points.
520 # $a Inconsistent results from the UNC minority recruitment plan can likely be attributed to the tendency of states to develop recruitment plans without out empirical evidence on the specific college choice factors that influence students to choose institutions where they are ethnic minorities. Discussion of these factors is noticeably missing, or only narrowly addressed, in existing literature on minority recruitment and college choice. Through the use of both qualitative and quantitative data on the UNC system, this study expands the existing body of knowledge on minority recruitment strategies, college choice, and desegregation in higher education. Without an in-depth analysis of the college choice factors that influence students to choose institutions where they are ethnic minorities, and empirical evidence to support relevant minority recruitment strategies, results of desegregation efforts are unpredictable and inconsistent, as evidenced by UNC. This study seeks to fill the void and empower both the TWIs and HBCUs to meet their desired diversity goals.

The study seeks to help educators and admissions directors understand the college choice factors that influence Whites to attend Historically Black Colleges and Universities (HBCUs) and Blacks to attend Traditionally White Institutions (TWIs). The author provides empirical evidence necessary for the development of effective minority recruitment strategies for both HBCUs and TWIs.
