The introduction of rational practices that may be facilitated through the use of information technologies has oppositional tendencies with respect to empowerment at the community level and at the level of the local state. With respect to a community organization's relationship to the local state, rational planning practices may enable the organization to leverage a more influential position in local state planning decisions, because they reflect the state's own dominant planning practices. At the level of the community, the language and practices of rational planning may reinforce barriers to involvement for some residents by raising the level of education and expertise needed for participation in community planning.

520 # $a Through intensive case study with the Powderhorn Park Neighborhood Association (PPNA) in Minneapolis, Minnesota, this research examines the use of information technologies such as GIS, digital databases, email, and the Internet in community-based planning, and explores their impacts on participation and power in planning. The use of information technologies is associated with changes in the language and practices of decision making and problem solving. In the case of PPNA, information technologies have fostered increasing reliance on quantitative data obtained from city and county government sources. Through the use of this information, the language of state actors and professional planners—technical jargon and quantitative terminology for assessing neighborhood conditions—has come to dominate the neighborhood's planning deliberations. Information technologies have been used to foster rational planning practices, characterized by rising emphasis on instrumentalism, standardized decision making, comprehensive analysis, and coordinated action. However, these rational planning practices are not the inevitable outcome of the use of information technologies. Contextual factors at a range of scales, from the organization to city-level government and planning institutions shape the use and impacts of these technologies. In the case of PPNA, the use of information technologies to foster rational practices is in part a strategy the organization has chosen to try to positively influence its relationship with the local state. However, due to strong resistance of some residents to the introduction of rational planning practices, these practices continue to co-exist alongside other approaches to planning in the neighborhood.
