A survey of 40 community planning directors was conducted to evaluate four dimensions of the planning process: support for sustainability in the planning process, participation effort, dispute resolution effort, and resource commitment. These results, in conjunction with a content analysis of the policies from 42 plans, were used to analyze the relationship between dimensions of the planning process, integration of sustainable development in the plan, the presence of a state planning mandate and the support for sustainable development in the plan.

First, plans that integrated sustainable development are not significantly different in the extent to which they support principles of sustainable development compared to plans that do not integrate the concept. Second, plans of both types do not provide balanced support for principles of sustainable development. Third, the presence of a state planning mandate has a strong influence in promoting the principles of sustainable development in plans. Fourth, participation breadth during the planning process has an important influence in supporting those principles in plans.
520 # $a Recommendations based on these findings suggest writing specific state level sustainability planning mandates, continuing to emphasize participation in the planning process, and educating planners to act as facilitators and leaders in the process of planning for sustainable development.
520 # $a Sustainable development has been praised as an important new planning paradigm. The concept is being increasingly used by local governments in planning processes to address environmental, social, and economic development concerns. However, there has been little evaluation of the impact of the concept on plans and the planning process. The purpose of this research is twofold: (1) to provide a comparative assessment how communities that integrated the concept into their plan differ from communities that did not with respect to their plans and planning processes; and (2) to determine whether dimensions of the planning process and the presence of a state planning mandate are related to the strength in which plans promote principles of sustainable development.
