    摘要註: 網路電話(VoIP)是一個新興及具有無限潛力的市場;然而,在公務機關中卻較少有研究以使用者的角度來探討網路電話使用意願之因素。本研究以金門縣公務機關人員為對象,以科技接受模式理論(Technology Acceptance Model,TAM)為基礎,系統品質作為外部變數,輔以創新擴散理論及計畫行為理論,歸納出系統品質、知覺有用性、知覺易用性、知覺相容性、關鍵多數、使用成本、行為態度、及使用意願等多項相關因素,分析影響使用者對網路電話使用意願之關聯。本研究透過一般問卷,共回收263份有效問卷,經由統計分析得到如下的結論:(一) 每月平均花費在四百元以內者將近有六成五,而目前語音品質和內容功能的豐富程度方面還有增進的空間;(二) 「系統品質」對「知覺有用性」、「知覺易用性」、「知覺相容性」、「關鍵多數」與「使用成本」皆有顯著正向的影響;(三) 「知覺易用性」對「行為態度」無顯著的影響。但可以分別透過提高知覺有用性與知覺相容性的認知、以及關鍵多數來影響行為態度;(四) 「使用成本」對「行為態度」與「使用意願」之間的關係,前者為正向顯著,後者則呈現不顯著。當個人意識到使用網路電話的成本高時,則其使用態度將會降低;不過,當有好的系統品質,包括有用性、易用性、相容性、及多數群體時,這些因素會讓他們願意付出多一些的成本。 The evolution of Internet is leading VoIP to one of the main stream research topics. While many studies have devoted to the industries for VoIP research, less attention has been paid to the public sectors. This thesis conducts an empirical study of intention of VoIP adoption for the public sectors in Kinman. Based on the technology acceptance model, the study constructs the research model by integrating innovation diffusion theory and theory of planned behavior to define such factors as system quality (external factor), perceived usefulness, perceived ease of use, perceived compatibility, key quantity of users, cost, behavior attitude, and adoption intention. There are 263 valid questionnaires returned. Structure equation model is established to derive the results. Research findings indicate that: (1) there are almost 65% subjects spending less than 400 NTD in VoIP, and voice quality and content functions are not as good as expected; (2) The perceived usefulness, perceived ease of use, perceived compatibility, key quantity of users, and cost are all significantly influenced by system quality; (3) The behavior attitude is not significantly influenced by perceived ease of use, but can be improved by increasing the degree of perceived usefulness and perceived compatibility, and key quantity of users; (4) Cost is significantly related to behavior attitude while insignificantly and negativly related to the adoption intention. The former is significantly while the later is insignificantly, indicating that users are instantaneously reject using VoIP for high cost, but may accept it with higher quality such as usefulness, ease of use, compatibility, and many users.
