摘要註:	近年來政府治安單位花費大量的人力與物力，選擇在交通要道及治安熱點裝設監視錄影設備，以紀錄交通事故或犯罪活動之過程，目的是為治安維護工作提供了預防與偵查犯罪功能。然而，人民與治安單位對這項措施的看法如何，卻鮮少做更深入的探討。本論文從警政實務運作以及犯罪偵防角度著手，擇定臺南市為研究範圍，有效樣本包括員警140人及民眾223人，透過重要性與績效分析模式為分析工具，以五大構面為內容(預防與嚇阻犯罪效果、即時排除犯罪危害效果、偵查犯罪效果、節省警力效果、管理維護應用)，分別檢視警察及民眾對錄影監視系統之設置成效之認知，期能提供警政機關在設置錄影監視系統方面的參考。本研究結果發現：（1）在「預防與嚇阻犯罪效果」方面，員警認為重要性和績效程度均高，但居民卻認為重要性和績效程度較低，顯示居民對預防與嚇阻犯罪效果的期望高於治安單位。（2）在「即時排除犯罪危害效果」方面，員警認為其重要性和績效程度較低，而民眾則認為其重要性和績效程度很高。（3）員警與居民對警政錄影監視系統「偵查犯罪效果」及「管理維護應用」兩方面之重要性與使用績效的看法相似。（4）警察人員對於錄影監視系統應用於犯罪偵防整體重要性與績效程度認知較居民高。（5）大部分員警以及居民對警政錄影監視系統應用於犯罪偵防效果評估均持正面與肯定之態度。 For the past decade, in order to maintain and strengthen the public security, a great number of video surveillance systems have been established for the major streets, intersections and areas with high crime rate. The purpose of the video surveillance system is to serve as a preventer as well as a detector for city crimes. Although the system has been widely used, literature has paid less attention to the effectiveness of the system with respect to the crime prevention and detection. From the perspective of Tainan city, the thesis conducts an empirical examination where importance-performance analysis (IPA) technique is used to statistically analyze the opinions from 140 police officers and 223 city residents. Five major facets are used to collect data, including prevention and deterrence of crime, reduction of criminal damage, investigation of crime, saving of manpower, and applications of management and maintenance. Major analysis results indicate that: (1) In the facet of crime prevention and deterrence, the police is more likely to show a higher IP rating than the residents, implying that there is a gap between police and residents; (2) In the facet of reduction of criminal damage, however, the residents are more likely to show a higher IP rating than the police; (3) Both the police and the residents likely share the similar view on the system performance of both investigation of crime and applications of management and maintenance; (4) Overall, the police show a higher degree of positive attitude on the crime investigation and prevention than the residents; (5) Both police and residents likely accept the effectiveness of the video surveillance systems on crime prevention. Discussion and implications are also addressed.
