    摘要註: 在目前能源需求量日益增加,世界能源礦產存量快速減少的環境下,再生能源的發展受到重視。且環保意識的興起,世界各國政府都提出許多的政策來投入再生能源的研究發展,以找出替代目前世界主要透過石化燃料發電的方式,太陽能是最被看好的替代能源之一。本研究透過文獻探討,藉著收集、分析各國發展太陽能的策略與目前全世界已發展太陽能城的狀況來了解未來高雄發展太陽能城的情景。更進一步藉由比較世界與其他城市的狀況以高雄市發展太陽能城的總體環境作出相關SWOT 分析,再透過專案評估來分析高雄市目前若建立太陽能城的可行性。最終結果發現以目前的太陽能發電技術、裝置成本、市電電價等條件下,高雄市發展太陽能城的相關設施的建設可行性不高,但若在政府補助或是在相關的環境改變下,該專案有投資的可行性。根據此分析結果寫出本研究的結論與相關建議。 Under the situation that the energy demands are growing rapidly, while the stock of world’s energy minerals are reducing as well, the development of the renewable energy caught much attention. Also, because of the rising environmental consciousness, governments around the world propose various kinds of policies to focus on the development of the renewable energy research, so as to find out other alternatives to substitute for the world’s major electric power generation, which is generated by fossil fuel; solar energy is one of the most promising alternative energy.Through literature review, this study tried to understand the picture of the future development of solar energy city in Kaohsiung by collecting and analyzing the strategies of other countries’ development on solar energy as well as the current condition of the developed solar energy cities worldwide. This study made the related SWOT analysis by further comparing the situation of other developing solar cities around the world through the overall environment of developing solar city in Kaohsiung. Then, the author analyzed the project’s feasibility of building a solar city in Kaohsiung through the project evaluation. The result showed that the feasibility rate is not high enough for Kaohsiung City to develop the related construction of solar cities based on the current solar energy technology, equipment costs, electricity price and other condition. However, the project would have its feasibility if the government starts to offer the subsidy to encourage building the solar system or the circumstances change (such as the rise of technology or electrical price). Based on the outcome of the analysis, the author wrote the conclusion and recommendations of this study.
