摘要註:	國軍自民國 92 年開始，陸續針對陸、海、空軍軍用航空器維修進行委外簽約的政策具體作為，以解決預算逐年減縮及組織精簡的壓力；目前多數商維案已陸續進入「後續擴充」合約階段，如何評估合約執行期間之履約績效是否能在滿足軍方任務需求下，並達到預算節約之目標，則需要一可行且實用的工具，以作為後續合約修訂及推動未來新增商維案之參考。本研究採「個案研究法」的比較研究方式，除參考國內、外相關績效評估模式等文獻外，並蒐整國軍及美軍商維案之個案資料，訂定出「軍用航空器策略性商維履約績效評估」在「成本」、「效率」、「品質」與「經營」等構面計29 項關鍵指標，建立了「軍用航空器策略性商維履約績效評估模式」，並導入個案釋商前後的指標數據，以確證本研究成果可作為未來軍方合約管理執行績效評估之工具。 To address the budget year reduction and organizational streamlining pressure, the Ministry of National Defense (MND) has successively implemented the Army, Navy and Air Force military aircraft to outsourcing contracting policy for maintenance since 1981. At present, most of the business case has been gradually into the follow-up expansion contract stage. To assess contract performance and to achieve the goal of budget saving goal, the military need a viable and practical tool that helps follow-up contract amendment and promote the future contracts. This research thesis adopts the comparative case study that refers to domestic and foreign literature related to performance evaluation mode. To establish a performance evaluation tool for strategic commercial of military aircraft maintenance, the study searches the Taiwanese military and the US military case information as the evaluation source materials. The research derives 29 key indicators in terms of cost, efficiency, quality and management. Comparison is conducted before and after those cases. The research results can be used as a future military contract management performance evaluation tools.
